استضافت تونس يوم 26 جانفي 2026 اجتماع وزراء خارجية تونس والجزائر ومصر في إطار آلية التشاور الثلاثي حول ليبيا قصد التباحث بشأن آخر تطورات الأزمة في دولة ليبيا وسُبل الدفع نحو تسوية سياسية تستجيب لتطلعات الشعب الليبي في تحقيق الأمن والاستقرار.

ويأتي هذا الاجتماع تجسيدا لإرادة قيادات الدول الثلاث في تكثيف التشاور الدوري وتعزيز التنسيق وتوحيد الجهود المشتركة خدمةً لمصلحة ليبيا والمنطقة ككلّ. 

ومثّل اللقاء مناسبةً أكّد خلالها السيد محمد علي النفطي، وزير الشؤون الخارجية والهجرة والتونسيين بالخارج والسيد أحمد عطاف، وزير الدولة، وزير الشؤون الخارجية والجالية الوطنية بالخارج والشؤون الإفريقية الجزائري، والسيد بدر عبد العاطي، وزير الخارجية والهجرة والمصريين بالخارج، على أنّ المصلحة العليا لليبيا والليبيين تمثّل البوصلة الرئيسية والهدف المنشود لهذا المسار الثلاثي وعلى ضرورة تعزيز التشاور المستمر حول الملف الليبي ومواصلة التنسيق فيما بينهم ومعاضدة الجهود الأممية لضمان وحدة ليبيا واستقرارها. 

كما شدّد الوزراء على الملكيّة الليبية الخالصة للعملية السياسيّة في ليبيا وأن الحل يجب أن يكون ليبيا-ليبيا دون اقصاء أي طرف برعاية ومساندة من منظمة الأمم المتحدة، مُبرزين أهمية توثيق الترابط الاقتصادي بين مختلف أنحاء ليبيا لتحقيق التنمية الاقتصادية والاجتماعية الشاملة للشعب الليبي الشقيق. 

وذكّر السيد محمد علي النفطي بهذه المناسبة بموقف تونس الثابت الداعم للحوار الليبي-الليبي، في إطار التوافق بين مختلف مكونات المشهد السياسي الليبي، وبما يراعي مصالح أبناء الشعب الليبي الشقيق ويلبّي تطلعاته إلى الأمن والاستقرار والتنمية بعيدا عن أية تدخلات خارجية. كما أكّد على أهمية آليّة التّشاور الثلاثي بوصفها إطارا عمليّا للحوار البنّاء من أجل توحيد الرؤى.

وعقد الوزراء الثلاثة بهذه المناسبة جلسة عمل مع المبعوثة الأمميّة لدى ليبيا، مؤكّدين على دعمهم للجهود الأمميّة للتوصّل إلى تسوية سياسيّة شاملة مع التّشديد على أهميّة التنسيق مع دول الجوار المباشر بما يُضفي مزيدا من النجاعة والفعالية على خارطة الطريق الأمميّة.

وفي ختام اللقاء، جدّد الوزراء التأكيد على ضرورة الحفاظ على دوريّة اجتماعات آليّة التشاور الثلاثي مرحبّين بعقد الاجتماع القادم بالقاهرة في موعد قريب يتم التوافق حوله عبر القنوات الدبلوماسيّة. وفي ختام الاجتماع تم اعتماد نص الـبيان التالي:

1- تأكيدا للروابط الأخوية التاريخيّة الوثيقة التي تجمع الجمهورية التونسيّة والجمهورية الجزائرية الديمقراطية الشعبية وجمهورية مصر العربيّة بدولة ليبيا الشقيقة والتزاما بتوجيهات القيادات العليا للبلدان الثلاثة، استضافت تونس يوم 26 جانفي 2026 اجتماع وزراء خارجية تونس والجزائر ومصر في إطار آليّة التشاور الثلاثي بحضور المبعوثة الخاّصة للأمين العام للأمم المتحدة لدى ليبيا، قصد التباحث بشأن آخر تطورات الأزمة في دولة ليبيا وسُبل الدفع نحو تسوية سياسيّة شاملة تستجيب لتطلعات الشعب الليبي في تحقيق الأمن والاستقرار.
2- جدّد الوزراء التأكيد على أنّ المصلحة العليا لليبيا والليبيّين تمثّل البوصلة الرئيسية والهدف المنشود لهذا المسار الثلاثي المُساند والداعم لكل الجهود الإقليميّة والأمميّة الهادفة إلى تحقيق تطلعات الأشقاء الليبيّين في تسوية سياسية شاملة تضمن وحدة الأراضي الليبية وتحفظ مقدراتهم الوطنية.
3- أكّد الوزراء على أن الملكية الليبية الخالصة للعملية السياسية في ليبيا، مبدأ أساسي لا محيد عنه وأنّ الحل يجب أن يكون ليبيا- ليبيا دون اقصاء أي طرف وأنّ الغاية المنشودة تظل بناء دولة موحدة بكافة مكوناتها ومؤسّسات مستقرّة تحقق الأمن والتنمية والرفاه وتحافظ على مقدرات الشعب الليبي. كما دعوا مختلف الأطراف الليبية إلى تغليب لغة الحوار وتجاوز الانقسامات والمُضي قدما نحو توحيد كافة المؤسسات الليبيّة العسكرية والأمنية ودعم عمل اللجنة العسكريّة المشتركة.  
4- دعا الوزراء الثلاثة إلى ضرورة تكثيف الجهود نحو عقد الانتخابات الرئاسيّة والبرلمانيّة بالتزامن وبما يسمح بإنهاء الانقسام وتوحيد المؤسّسات لتحقيق آمال وتطلّعات الشعب الليبي الشّقيق. 
5- شدّد الوزراء على ضرورة النأي بليبيا عن التجاذبات الإقليمية والدولية ورفض كل التدخلات الخارجية في الشأن الداخلي الليبي بما يتيح للأشقاء الليبيين بلورة وإقرار توافقاتهم الداخليّة دون وصاية أو املاء، مؤكّدين على ضرورة انسحاب المرتزقة والمقاتلين الأجانب من جميع أنحاء البلاد.
6- عبّر الوزراء الثلاثة عن استعدادهم لاستقبال والتباحث والتشاور مع مختلف القيادات الليبيّة، في سياق تكثيف الجهود الرامية لتقريب وجهات النظر بين الأشقاء الليبيين.
7- أكد الوزراء على أهمية توثيق الترابط الاقتصادي بين مختلف أنحاء ليبيا لتحقيق التنمية الاقتصادية والاجتماعية الشاملة للشعب الليبي الشّقيق بما يؤسّس لبيئة ملائمة تعزز فرص التوصّل إلى التسوية السياسية المنشودة.
8-  شدّد الوزراء على أن أمن ليبيا واستقرارها جزء لا يتجزأ من العمق الأمني العربي ومن أمن واستقرار منطقة الساحل والصحراء وهو ما يستدعي ضرورة إيلاء الأهمية اللازمة لهذا الترابط من خلال تكثيف التشاور والتنسيق ضمن رؤية شاملة ومتكاملة تقي ليبيا ودول المنطقة من المخاطر والتهديدات القائمة.
9- نوّه الوزراء بجلسة العمل التي عُقدت بحضور المبعوثة الأممية لدى ليبيا وبما خلُصت إليه من تأكيد لأهمية التنسيق مع دول الجوار المباشر وتعزيز الجهود الأمميّة من أجل التوصل إلى تسوية سياسية شاملة داعين في هذا الصدد إلى مضاعفة هذه الجهود بما يُضفي مزيدا من النجاعة والفاعليّة على خارطة الطّريق الأمميّة.
10- أكّد الوزراء على أهميّة ضبط خطّة عمل للحلّ السياسي الليبي-الليبي تحت رعاية الأمم المتحدة وفق مراحل محدّدة زمنيا وشاملة لجميع الخطوات التأسيسيّة العمليّة التي ينشدها الشعب الليبي الشقيق.
11- رحّب الوزراء باستعداد الجمهورية التونسية لاحتضان اجتماعات رفيعة المستوى وبمشاركة كافّة الأطراف الليبية المعنيّة من أجل التقدم نحو إنجاز إطار شامل وجامع للحل السّياسي المأمول من الشعب الليبي الشقيق.
12- وفي الختام، أعرب وزيرا خارجية الجزائر ومصر والمبعوثة الأممية لدى ليبيا عن خالص شكرهم لتونس على استضافة هذا الاجتماع وعلى حسن الوفادة وكرم الضيافة، واتفق الوزراء على ضرورة الحفاظ على انتظام ودوريّة عقد اجتماعات آليّة التشاور الثلاثي. وفي هذا الصدد، تم الاتفاق على عقد الاجتماع القادم بالقاهرة في تاريخ يتم التوافق بشأنه لاحقا عبر القنوات الدبلوماسيّة.

La Tunisie a accueilli, le 26 janvier 2026, une réunion des Ministres des Affaires Etrangères de Tunisie, d’Algérie et d’Égypte dans le cadre du mécanisme de consultation tripartite sur la Libye, afin de discuter des derniers développements de la crise libyenne et des moyens de promouvoir un règlement politique répondant aux aspirations du peuple libyen en matière de sécurité et de stabilité.
Cette réunion traduit la volonté des dirigeants des trois pays de renforcer les consultations régulières, de coordonner leurs actions et d’unifier leurs efforts au service des intérêts de la Libye et de la région dans son ensemble.
La rencontre a été l’occasion pour M. Mohamed Ali Nafti, Ministre des Affaires Etrangères, de la Migration et des Tunisiens à l’Etranger, M. Ahmed Attaf, Ministre d’État, Ministre des Affaires Etrangères, de la Communauté Nationale à l’Etranger et des Affaires Africaines, et M. Badr Abdel Aty, Ministre des Affaires Etrangères, de la Migration et des Égyptiens à l’Etranger, de souligner que l’intérêt supérieur de la Libye et des Libyens constitue la boussole principale et l’objectif recherché de ce processus tripartite, et de rappeler la nécessité de renforcer la consultation continue sur le dossier libyen, de poursuivre la coordination entre eux et de soutenir les efforts des Nations Unies pour garantir l’unité et la stabilité de la Libye. 
Les Ministres ont également souligné la pleine appropriation libyenne du processus politique en Libye, affirmant que la solution doit être libyo-libyenne, sans exclure aucune partie, sous l’égide et avec le soutien des Nations Unies, et ont souligné l’importance de renforcer les liens économiques entre les différentes régions de la Libye afin de réaliser un développement économique et social complet pour le peuple libyen frère.
À cette occasion, M. Mohamed Ali Nafti a rappelé la position constante de la Tunisie, qui soutient le dialogue libyo-libyen dans le cadre du consensus entre les différentes composantes de la scène politique libyenne, en tenant compte des intérêts du peuple libyen frère et en répondant à ses aspirations en matière de sécurité, de stabilité et de développement, loin de toute ingérence extérieure. Il a également souligné l’importance du mécanisme de consultation tripartite en tant que cadre pratique pour un dialogue constructif visant à unifier les visions.
Les trois Ministres ont tenu une séance de travail avec l’Envoyée spéciale des Nations Unies pour la Libye, réaffirmant leur soutien aux efforts onusiens visant à parvenir à un règlement politique global, tout en soulignant l’importance de la coordination avec les pays voisins directs pour accroître l’efficacité et la pertinence de la feuille de route onusienne.
À la fin de la rencontre, les Ministres ont réitéré la nécessité de maintenir la régularité des réunions du mécanisme de consultation tripartite, se réjouissant de la tenue prochaine de la réunion au Caire à une date à convenir par les voies diplomatiques. À l’issue de la réunion, le texte du communiqué suivant a été adopté :

Communiqué final de la réunion des Ministres des Affaires Etrangères de la Tunisie, de l’Algérie et de l’Égypte dans le cadre du mécanisme de consultation tripartite sur la Libye
(Tunis, 26 janvier 2026)
1. En confirmation des liens fraternels historiques étroits unissant la République Tunisienne, la République Algérienne Démocratique et Populaire et la République Arabe d’Égypte, à l'Etat de Libye frère, et conformément aux directives des plus hautes autorités des trois pays, la Tunisie a accueilli, le 26 janvier 2026, une réunion des Ministres des Affaires Etrangères de Tunisie, d’Algérie et d’Égypte dans le cadre du mécanisme de consultation tripartite, en présence de l’Envoyée Spéciale du Secrétaire Général des Nations Unies pour la Libye, afin de discuter des derniers développements de la crise en Libye et des moyens de promouvoir un règlement politique global répondant aux aspirations du peuple libyen en matière de sécurité et de stabilité.
2. Les Ministres ont réaffirmé que l’intérêt supérieur de la Libye et des Libyens constitue la boussole principale et l’objectif visé de ce processus trilatéral, soutenant tous les efforts régionaux et onusiens visant à réaliser les aspirations des Libyens frères à un règlement politique global garantissant l’unité du territoire libyen et préservant leurs ressources nationales.
3. Les Ministres ont souligné que la pleine appropriation libyenne du processus politique en Libye est un principe fondamental et que la solution doit être libyo-libyenne sans exclure aucune partie, l’objectif restant la construction d’un État uni avec toutes ses composantes et institutions stables, assurant la sécurité, le développement et le bien-être, et préservant les ressources du peuple libyen. Ils ont invité toutes les parties libyennes à privilégier le dialogue, dépasser les divisions et avancer vers l’unification de toutes les institutions militaires et sécuritaires libyennes et soutenir le travail de la Commission militaire conjointe.
4. Les trois Ministres ont appelé à intensifier les efforts pour organiser les élections présidentielles et parlementaires simultanément, afin de mettre fin à la division et d’unifier les institutions pour réaliser les espoirs et les aspirations du peuple libyen frère.
5. Les Ministres ont souligné la nécessité de préserver la Libye des tensions régionales et internationales et de rejeter toute ingérence extérieure dans les affaires intérieures libyennes, afin de permettre aux Libyens de formuler et d’adopter leurs accords internes sans tutelle ni dictat, en insistant sur le retrait des mercenaires et des combattants étrangers de tout le pays.
6. Les trois Ministres ont exprimé leur disponibilité à accueillir, discuter et consulter différentes autorités libyennes dans le cadre des efforts pour rapprocher les points de vue entre les frères libyens.
7. Les Ministres ont souligné l’importance de renforcer les liens économiques entre les différentes régions de la Libye afin de réaliser un développement économique et social complet pour le peuple libyen frère, favorisant un environnement propice à la réalisation du règlement politique souhaité.
8. Les Ministres ont souligné que la sécurité et la stabilité de la Libye font partie intégrante de la sécurité arabe et de la stabilité de la région du Sahel et du Sahara, ce qui nécessite une attention particulière à ce lien par le biais de consultations et de coordinations renforcées dans une vision globale et intégrée, protégeant la Libye et les pays de la région contre les risques et menaces existants.
9. Les Ministres ont salué la séance de travail en présence de l’Envoyée onusienne pour la Libye ainsi que ses conclusions qui soulignent l’importance de la coordination avec les pays voisins et le renforcement des efforts onusiens pour parvenir à un règlement politique global, appelant à doubler ces efforts afin d’accroître l’efficacité et la pertinence de la feuille de route onusienne.
10. Les Ministres ont réaffirmé l’importance d’établir un plan d’action pour le règlement politique libyo-libyen sous l’égide des Nations Unies, avec des phases temporellement définies et incluant toutes les étapes fondamentales attendues par le peuple libyen frère.
11. Les Ministres ont salué la disposition de la République Tunisienne à accueillir des réunions de haut niveau avec la participation de toutes les parties libyennes concernées, afin de progresser vers l’élaboration d’un cadre complet et global pour le règlement politique attendu par le peuple libyen frère.
12. Enfin, les Ministres des Affaires Etrangères d’Algérie et d’Égypte, ainsi que l’Envoyée onusienne pour la Libye, ont exprimé leurs remerciements à la Tunisie pour l’accueil de cette réunion et pour l’hospitalité, et ont convenu de maintenir la régularité des réunions du mécanisme de consultation tripartite. À cet égard, il a été convenu que la prochaine réunion se tiendra au Caire à une date à convenir ultérieurement par les voies diplomatiques.

Tunisia hosted, on 26 January 2026, a meeting of the Ministers of Foreign Affairs of Tunisia, Algeria, and Egypt within the framework of the Tripartite Consultation Mechanism on Libya, with the aim of discussing the latest developments in the Libyan crisis and ways to advance toward a political settlement that meets the aspirations of the Libyan people for security and stability.
This meeting reflected the shared determination of the leaders of the three countries to intensify regular consultation, enhance coordination, and unify common efforts in the service of Libya’s interests and those of the region as a whole. During the meeting, Mr. Mohamed Ali Nafti, Minister of Foreign Affairs, Migration and Tunisians Abroad; Mr. Ahmed Attaf, Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs; and Mr. Badr Abdelatty, Minister of Foreign Affairs, Migration and Egyptians Abroad, affirmed that the supreme interest of Libya and its people constitutes the main compass and ultimate objective of this tripartite process. The Ministers stressed the importance of reinforcing continuous consultation on the Libyan file and of maintaining coordination among themselves while supporting the efforts of the United Nations to ensure Libya’s unity and stability. The Ministers also reaffirmed the principle of the purely Libyan ownership of the political process in Libya, emphasizing that the solution must be Libyan-led and Libyan-owned, without excluding any party, under the auspices and support of the United Nations. They underscored the importance of strengthening economic interlinkages throughout Libya to achieve comprehensive economic and social development for the brotherly Libyan people.
On this occasion, Minister Mohamed Ali Nafti reiterated Tunisia’s unwavering position in support of a Libyan-Libyan dialogue, based on consensus among the various components of the Libyan political scene, taking into account the interests of the brotherly Libyan people and fulfilling their aspirations for peace, stability, and development, far from any foreign interference. He also emphasized the importance of the Tripartite Consultation Mechanism as an effective framework for constructive dialogue and the unification of visions. 
The three Ministers held a working session with the United Nations Special Envoy to Libya, during which they reaffirmed their support for UN efforts to reach a comprehensive political settlement, stressing the importance of coordination with Libya’s immediate neighbors to enhance the effectiveness and efficiency of the UN Roadmap. 
At the conclusion of the meeting, the Ministers reiterated their commitment to maintaining the regularity of meetings within the Tripartite Consultation Mechanism and welcomed holding the next meeting in Cairo at a date to be agreed upon through diplomatic channels.
At the end of the meeting, the following statement was adopted :
Final Statement of the meeting of the Ministers of Foreign Affairs of Tunisia, Algeria, and Egypt within the framework of the Tripartite Consultation Mechanism on Libya :
1. Reaffirming the historic fraternal ties binding the Republic of Tunisia, the People’s Democratic Republic of Algeria, and the Arab Republic of Egypt with the brotherly State of Libya, and in commitment to the directives of the high leadership of the three countries, Tunisia hosted, on 26 January 2026, a meeting of the Ministers of Foreign Affairs of Tunisia, Algeria, and Egypt within the framework of the Tripartite Consultation Mechanism, with the participation of the Special Representative of the UN Secretary-General for Libya, to discuss the latest developments in the Libyan crisis and ways to promote a comprehensive political settlement responsive to the aspirations of the Libyan people for security and stability.
2. The Ministers reaffirmed that the supreme interest of Libya and its people remains the principal compass and ultimate objective of this tripartite process, which supports all regional and international efforts aiming at achieving the aspirations of the Libyan brothers for a comprehensive political settlement that guarantees the unity of Libyan territory and preserves their national resources.
3. The Ministers emphasized that the principle of purely Libyan ownership of the political process is fundamental and non-negotiable, and that the solution must be Libyan-Libyan, without excluding any party. The ultimate goal remains to build a unified State, with all its components and stable institutions, capable of ensuring security, development, and well-being, and safeguarding the resources of the Libyan people. They also called on all Libyan parties to prioritize dialogue, overcome divisions, and advance toward the unification of all Libyan military and security institutions and support for the work of the Joint Military Committee.
4. The three Ministers urged the intensification of efforts toward holding simultaneous presidential and parliamentary elections, as a means to end division, unify institutions, and meet the aspirations of the brotherly Libyan people.
5. The Ministers stressed the necessity of keeping Libya away from regional and international polarizations and rejected all forms of foreign interference in Libya’s internal affairs, enabling Libyans to shape and endorse their national consensus freely and independently. They further reaffirmed the need for the withdrawal of mercenaries and foreign fighters from all parts of the country.
6. The three Ministers expressed their readiness to host, consult, and engage with various Libyan leaders in the context of intensified efforts aiming at bringing closer the views of the Libyan brothers.
7. The Ministers highlighted the importance of strengthening economic interconnections across Libya to achieve comprehensive economic and social development for the brotherly Libyan people, thereby establishing a conducive environment that fosters progress toward the desired political settlement.
8. The Ministers reaffirmed that Libya’s security and stability are integral to the broader Arab security sphere and to the security and stability of the Sahel-Saharan region. They stressed the importance of reflecting this interconnection through intensified consultation and coordination within a comprehensive and integrated vision capable of shielding Libya and the region from existing risks and threats.
9. The Ministers commended the fruitful working session held with the UN Special Envoy to Libya and the outcomes reaffirming the importance of coordination with neighboring countries and strengthening UN efforts to reach a comprehensive political settlement. They called in this regard for increased efforts to enhance the efficiency and effectiveness of the UN Roadmap.
10. The Ministers stressed the need to establish a Libyan-Libyan and Libyan-owned political solution roadmap, under UN auspices, defined through clearly timed phases encompassing all practical foundational steps sought by the brotherly Libyan people.
11. The Ministers welcomed Tunisia’s readiness to host high-level meetings, with the participation of all relevant Libyan parties, to advance the development of a comprehensive and inclusive framework for the political solution desired by the Libyan people.
12. In conclusion, the Ministers of Foreign Affairs of Algeria and Egypt, and the UN Special Envoy to Libya, expressed their sincere gratitude to Tunisia for hosting the meeting and for its warm hospitality and generous welcome. The Ministers agreed to maintain the regularity and continuity of the Tripartite Consultation Mechanism meetings and decided that the next meeting will be held in Cairo at a date to be agreed upon later through diplomatic channels.
